More than 20 partners, 2 affiliated entities and 9 subcontractors from 13 European countries are collaborating in the project. More than 9 Ministries of Defence also support the INDY.
The INDY project is coordinated by the Slovenian partner TECES, Green Tech Cluster, with the support of the Slovenian Ministry of Defence (Si MoD), which is also responsible for coordinating and directing the involved representatives of the Ministries of Defence.
TECES is an internationally recognized leading Slovenian innovation cluster on green technologies and energy-efficient solutions. Its primary mission is to create synergies between its members and key stakeholders to foster R&D cooperation. As a cluster organisation, TECES develops and offers a variety of services to support its founders, members and partners in solving global energy and environmental challenges.
In 2020 the Slovenian Ministry of Defence (SiMoD) and TECES established the Slovenian Energy and Environment Partnership in Defence (SiEnE). The SiEnE provides a unique and comprehensive approach to civilian and defence stakeholder collaboration, jointly addressing green transition, energy and environmental challenges in the defence and security sector.
Role in the INDY project
TECES is the Coordinator of the INDY project and is, together with the support of the Slovenian Ministry of Defence (Si MoD), responsible for the coordination of 31 partner entities and respective Ministries of Defence from 9 EU member states.

CEA brings expertise in civil-sector advanced energy technologies, focusing on waste heat valorization, waste-to-energy, energy storage, and hydrogen production. We're developing an energy planning tool for efficient military camps.
TNO is an independent research organization. It connects people and knowledge to create innovations that boost the sustainable competitive strength of industry and well-being of society. The ambition of the Energy & Material Transition (EMT) Unit is to accelerate the energy transition together with knowledge institutes, companies and government, so that by 2050 the Netherlands will have an energy system without CO2 emissions.
Within TNO, the EMT unit works on developing sustainable energy technologies and knowledge. By combining technological knowledge and skills with experience in the military operational domain, TNO became a valued partner within the European market.
Role in the INDY project
TNO excels in scenario drafting, simulation studies, risk assessment, safety aspects related to hydrogen production and storage, and expertise in renewable energy sources. We translate these strengths into specific requirements for the energy supply mix.
Rheinmetall Project Solutions GmbH (RPS), based in Düsseldorf, Germany, provides military infrastructure and deployable operations services for military and government customers within the Rheinmetall Group's Defence sector.
RPS is 100% indirectly owned and controlled by Rheinmetall AG, the leading German defence company. We are dedicated to projects in the field of in-theatre operations, including camp infrastructure, life support, training centers, mobile hospitals and others. The mandate of RPS is to provide project management, system integration, Integrated Logistics Support (ILS) as well as In-Service Support (ISS) services and solutions to customers in Germany and abroad if it comes to in-theatre support.
Role in the INDY project
RPS actively participates in various roles within the INDY project, contributing to the Management Team, Steering Committee, and Task Leadership. Rheinmetalls dedication to INDY reflects their commitment to advancing the transition of defense energy towards renewables in future energy-efficient deployable military camps.
ARPA specializes in the design and manufacturing of mobile field equipment, mobile solutions, and turnkey deployable solutions for military camps and missions adapted to each respective client.
ARPA is strongly working on the development of new energy systems and more sustainable and self-sufficient camp solutions that generate a greater tactical capability. We have extensive experiences in combining energy systems for optimised resource efficiency that reduces dependence on fuel supply and thus logistical requirements.
Role in the INDY project
ARPA leads Risk mitigation activities, as well as several tasks related to Hydrogen Logistics, Hydrogen light or heavy refuelling and Nomad uses. ARPA contributes also to all activities with its expertise and innovative contribution on the field of deployable solutions for the military sector, both in the area of energy management and in other areas of great importance for the military sector.
AVL is a global leader in automotive and multi-sector development, simulation, and testing. Our pioneering spirit drives the creation of innovative, cost-effective technologies, concepts, solutions and methodologies to shape future mobility trends and to reduce CO2 emissions.
The company supports customers throughout the entire development process from the ideation phase to serial production. To accelerate the vision of smart and connected mobility AVL has established competencies in the fields of ADAS, autonomous driving and digitalisation.
Role in the INDY project
AVL is dealing with the digitalization of energy systems, contributing methods and tools for enablement of customers via digital platforms. AVL’s R&D activities are focused on energy lifecycle evaluation, digital platform design, energy simulation, energy logistics, and mobile and stationary uses of hydrogen.
CAFA Tech is a robotics and technology company based in Estonia. We specialise in developing off-the-grid 24/7 charging and service stations for mobile robots and drones, powering these stations through our proprietary Geothermal Heat to Electric Converter (GHEC) system. Our autonomous and tele-operated mobile Unmanned Ground Vehicle (UGV) is known as the CAFA Worker robot. It is designed for a variety of applications, including logistics, construction, agriculture, and ground maintenance tasks.
The UGV Worker Robot is self-driving, capable of autonomous operation, and can also be remotely controlled. It boasts a maximum payload of 200kg, with a robotic hand that can exert a maximum lifting force of 8kg. We also offer autonomous Unmanned Aerial Vehicles (UAVs) for logistics operations capable of carrying a maximum payload of up to 20kg.

CAFA leads the Training and Documentation in the INDY project.We develop specialized training programs for stakeholders, focusing on military transfer assessments and bolstering the Critical Components Testing phase.

In the INDY project, C&V Consulting plays a vital role in multiple work packages, emphasizing end-user engagement, project efficiency, and dissemination. We lead the Ethics and Security Management Boards, overseeing ethical and legal compliance across the consortium's activities.
The Institute for Energy Technology (IFE) is an independent research foundation with locations in Kjeller and Halden. Our mission is ‘Research for a better future’. We are an international leading multi-disciplinary research organisation, with international top-level expertise in the fields of digital technologies, material and process technology, flow and analysis technologies, radiopharmaceutical technology and nuclear technology.

Fraunhofer-Gesellschaft is a global leader in applied research, focusing on vital future technologies and facilitating their commercialization to drive innovation.
Fraunhofer is represented by its Institutes for Technological Trend Analysis (INT) and the Institute for Chemical Technology (ICT), both having vast experience in the field of defence research and development on behalf of the German MoD and its subordinate offices. We provide numerous experts for advisory bodies of governments, e.g. in the energy sector, and working groups of defence organizations (such as EDA and NATO).
Role in the INDY project
Fraunhofer INT focuses on long-term technological foresight for energy technologies relevant to energy independent and efficient deployable military camps, while Fraunhofer ICT is focused on energy storage systems, hydrogen technology and their safety in military applications.
HENSOLDT Nexeya France, a subsidiary of the German HENSOLDT group, develops, produces, tests and maintains complex electronic systems for the aerospace, defence, energy and transport sectors. Its activities include the development of aeronautical, naval and land mission management systems for the defence market as well as energy autonomy solutions based on renewable energies and hydrogen.
As a member of the French DITB, HENSOLDT Nexeya France works with the main players in the defence and security sector: Dassault, Safran, MBDA, Airbus, Naval Group, and DGA.
Role in the INDY project
HENSOLDT Nexeya’s major role in the INDY project is to focus on hydrogen systems and to assess the risks of these technologies in the operational chain from a military camp (production, storage, transport and usage). The objective is to make the technology safer and to propose it as a reliable vector of energy, than can be combined with other sources of energy.

Role in the INDY project
INDRA is work package leader to Methods and contributes to all WPs. Our scope is to evaluate the complete life cycle of both the material and the CO2 content, guarantee interoperability, propose European standards, define a guide to design and operate a microgrid from the point of view of cyber protection and carry out a risk assessment based on in a consolidated microgrid architecture or concept.
As a subsidiary of EQUANS, Ineo Defense designs and integrates customized solutions for the major players of defence and national security in the following fields:
- Critical communications and networks,
- Signal Intelligence and electronic warfare for the interception and analysis of radar and telecommunication systems,
- Security of environments including the protection of operational systems (radomes, equipment integration in shelters and critical ancillary services) and sensitive sites,
- Sensitive operations including air fleet management and equipment; support for operational deployments, special transport vehicles.
Role in the INDY project
In the INDY project, Ineo Defense contributes to several work packages, such as specifications for the energy independent and efficient military camp and methods for Interoperable Energy system of the Deployable Camp. Our contribution is based on our experience and old projects.
INTA is a Public Research Organisation operating under the jurisdiction of the Spanish Ministry of Defence. Our expertise includes a wide range of technological research and development domains, with a focus on aeronautics, aerospace, hydrodynamics, security, and defence technologies. We conduct scientific research, develop prototypes, and provide essential technological services to various stakeholders. We conduct:
- The performance of various types of tests for checking and certifying materials, components, equipment, systems and subsystems.
- The provision of technical advice and services to official entities and organisations, as well as to industrial and technological based companies.
- Our role as the technological centre for the Ministry of Defence.
Role in the INDY project
INTA evaluates energy production systems, logistics, safety, and energy profiles for military camps. We also study the hydrogen chain from production to usage in military sites.
INTRACOM DEFENSE S.A. (IDE) is a Greek Defense Systems company specializing in advanced products, including hybrid electric power systems, missile electronics, tactical IP communications, C4I systems, surveillance, and unmanned systems.
With expertise in multinational projects and R&D initiatives, IDE leads in military hybrid power systems, offering sustainable and resilient energy solutions for a wide range of military and security applications.
Role in the INDY project
IDE, as Task leader, is actively engaged in conducting assessments on the safety aspects of energy systems used in military camps and in the identification of advanced energy architectures. IDE also strongly contributes to other activities related to cyber protection of microgrids, studies on energy storage and distribution systems, energy planning tools and advanced energy management techniques.
John Cockerill develops large scale technological solutions to meet the needs of our time: facilitating access to low-carbon energy, preserving natural resources, contributing to greener mobility and fighting against insecurity. We are a world leader in the market of heat recovery boilers, industrial boilers, cooling towers, air-cooled condensers, thermal solar receivers, energy storage, and integrated renewable solutions.
These turnkey solutions combine multiple technological bricks: storage batteries, PV, wind, cogen, energy recovery H2, EV+H2 charging hubs for electric vehicles, etc. All these are managed and controlled by our in-house developed Energy Management System (EMS), real heart of the installations.
Role in the INDY project
JOC plays a pivotal role in developing and managing storage solutions within the INDY project. This includes system control and management, LCOE calculations, equipment characteristics, and sizing. JOC's expertise facilitates the use of local renewable energy sources and the establishment of microgrids with storage units.
Kolektor sETup is part of the Kolektor Group, one of the largest technology companies in Slovenia and SE Europe. We deal with the preparation, implementation and coordination of long-term strategies for sustainable transformation and integration of innovative smart infrastructure solutions that actively contribute to the successful management of the technical and environmental challenges of the future for the business.
We also enable added value through technical and commercial asset management and optimization services, aggregating flexibility in ancillary services markets, supplying green energy and integrating modern energy systems into the existing infrastructure.
Role in the INDY project
In the scope of the project, Kolektor sETup provides expertise, references and experience by contributing to several activities. We will prepare and evaluate the energy demand data for planning and simulation of the deployable camps, analyse the optimal energy mix and contribute to the final specification of energy architecture.
Leonardo, a global high-technology company, is among the top world players in aerospace, defense and security and Italy’s main industrial company. Role in the INDY project
Based on the experience matured in several projects about energy management and cyber protection of electrical microgrids in the defense domain, Leonardo is contributing to INDY in the definition of military requirements/specifications for the design of a technologically advanced architecture of energy independent deployable camps, aimed at eliminating, in the long run, the use of fossil fuels.
The University of Ljubljana, founded in 1919, is the oldest and largest higher education and scientific research institution in Slovenia. Two faculties, the Faculty of Electrical Engineering and the Faculty of Mechanical Engineering, are actively engaged in the INDY project.
ULJ-FE operates a dynamic research team specializing in areas like cybersecurity, 5G, IoT, public safety, critical infrastructures, and advanced communication systems. ULJ-FS includes two departments: the Laboratory for Refrigeration and District Energy, which focuses on applied research in refrigeration, heat pumping, thermal management, and district energy; and the Laboratory for Internal Combustion Engines and Electromobility, a globally recognized center for research in combustion, batteries, fuel cells, and energy systems modeling using numerical and experimental approaches.
Role in the INDY project
ULJ-FE will provide a comprehensive cybersecurity approach for the military's microgrid energy system, ensuring security and interoperability. ULJ-FS will identify, benchmark, and simulate energy technologies for military camps.
The University of Maribor, established in 1975, is Slovenia's second largest and second oldest university, with 17 faculties and around 14,000 students. The Faculty of Electrical Engineering and Computer Science, the largest research and educational institution within the university, enrols 2,300 students, has 320 employees, and operates with a budget of 22.5 million EUR, including 10 million EUR dedicated to research.
The faculty specializes in mechatronics, electrical engineering, telecommunications, computer science, informatics, and media communications, with a core mission of generating and sharing new knowledge with students and industry. Our slogan is: ''Create your future through knowledge and teamwork.''

The University of Maribor supports the partnership with our knowledge, computer tools and experimental equipment in the fields of microgrids, smart grids, utilisation of renewable energy sources, control, energy management, power electronics converters, prediction models and artificial intelligence.
Domel, d.o.o. is a global development supplier of electric and vacuum motors, blowers and components. Our dedication to innovation has positioned us as leaders in several key technology areas such as universal vacuum motors, brushless DC blowers, and brushless DC motors, including the most efficient permanent magnet synchronous motors.
We create motors for household and industrial appliances, such as floor care machines, gardening equipment and power tools, as well as for HVAC, healthcare and medicine, the alternative energy sector and automotive industry. The company, headquartered in Slovenia, was founded in 1946. Today we have production sites in Slovenia, Serbia and China, and several representative offices around the world.
Role in the INDY project
Domel is TECES subcontractor and provides expertise in the field of hydrogen fuel cells component system, e-micro mobility, and high efficiency drives for HVAC up to 25 KW. Our role is to prepare study of emerging technologies and capabilities, technology specifications, to support with necessary knowledge and to summarize the findings.
ZAG performs testing and measurement, prepares opinions and expertise and carries out external quality control and investigation in the field and the laboratory in the fields of buildings, bridges, dams, roads, railways, ski lifts, power lines and other towers, natural and other disasters, tunnels and underground premises.
Role in the INDY project
The role of ZAG as a TECES' subcontractor is to provide support regarding fire safety specifications (fire risks and fire spread) and fire safety requirements (fire strategies) of the camp's specific technologies and design.
Novakamp designs and integrates off-grid energy solutions and critical services for isolated sites: from energy production, transformation, and distribution, to mobile processing and purification units. They provide logistics, spare parts management, and all major maintenance, redesign, and renovation operations. Novakamp deploys its people and mobile solutions around the world.
As a key innovator in the field of energy water and waste, Novakamp regularly updates its product portfolio with state-of-the-art products and disruptive approaches. Their know-how of field operation enables them to test and validate their products with agility.
Role in the INDY project
NovaKamp will bring its expertise acquired and proven with the French Armed Forces for more than 20 years: Supply of equipment and services for the armed forces deployed in external operations.
Created in 1991 as a non-profit organization, IRIS, the French Institute for International and Strategic Affairs, is one of the main French think tanks specializing in geopolitical and strategic matters. Their extensive experience, particularly on European Defence matters, assists French institutions and the European Commission, since IRIS is currently a member of numerous European consortiums working on these topics.
IRIS is the founder of the ARES Group, a high-level network of security and defence specialists across Europe, providing a forum to the European armament community, bringing together top defence industrial policy specialists, to develop innovative policy proposals and conduct studies for public and private actors.
Role in the INDY project
IRIS’ team will be involved in mapping existing stakeholders and procedures for the procurement of energy-supply-related materials at the national level, by doing desk research and interviews. This mapping will lead to an assessment of the appropriateness of current procurement procedures and practices with the specificities of the technical solution developed within the INDY project.
The Defence Institute "Professor Tsvetan Lazarov" (BDI) is an internationally recognized scientific organization under direct subordination to the Minister of the Defense of the Republic of Bulgaria that brings together scientific and expert potential to carry out scientific, training and applied research in the interest of the national security and defense and in support of the transformation of the Bulgarian Armed Forces.
The BDI participates with research teams in many national and international projects within the framework of NATO and EU, as well as on bilateral basis and at national level, cooperating with about 100 scientific organizations and business entities.
Role in the INDY project
BDI is the subcontractor of partner INDRA, providing expertise in defence standardisation.
Sira, established in 1992, is a company specializing in electronic warfare, INFOSEC/COMSEC, and energy. We have a strong focus on research and development, pioneering Smart Grid concepts and cutting-edge energy solutions.
Sira's market extends across various sectors, providing comprehensive, netcentric solutions with remote monitoring and control, enhancing efficiency and offering innovative solutions in telecommunications, air traffic control, radar systems, defense, space-ground segment energy domains, and FOB. Our products excel in various scenarios, including OFFGRID and BADGRID, ensuring reliable energy solutions.
Role in the INDY project
Sira srl is the subcontractor of partner Leonardo S.p.a. in the field of energy management and cyber protection of electrical microgrids.
UNIGE-DITEN is a university department with a strong focus on research and development in electric energy, automation, electronics, and naval engineering at national and international levels. In the electric energy sector, we specialize in modeling, managing, and controlling the production, transmission, distribution, and utilization of electric energy, particularly in large transmission and distribution industrial energy efficient systems.
We work on advanced methodologies and technologies, including power electronics and ICT. We are have real-time simulators for hardware-in-the-loop studies, software for large-scale electrical system analysis, decision support systems, and neural networks.
Role in the INDY project
DITEN, through its Lab DITEN-IEES (Intelligent Electric Energy Systems), a subcontractor of Leonardo, specializes in defining operational scenarios, KPIs for electric system efficiency, reliability, and resiliency in military base microgrids powered by traditional and renewable sources. Their expertise includes load and generation forecasting, optimal microgrid energy management, and electric network simulation.
DOK-ING, a Croatian company, is a global leader in manufacturing specialized robots and autonomous systems for defense, emergency, and mining. With over 450 systems deployed across 40+ countries, we hold more than 80% market share in these sectors.
In over 30 years, DOK-ING has earned numerous global innovation and technology awards. We are also involved in R&D for gasification systems that transform organic materials into hydrogen-rich syngas, aiming for energy independence and sustainable waste management.
Role in the INDY project
DOK-ING's innovation, a gasification system for organic material, has great potential in the defence sector. The company has knowledge of the defence and energy sectors derived from its core business. DOK-ING will provide an overview of the current state of the art of waste-to-energy systems and an insight into its gasification technology to determine feasibility of such systems in military camps.
